One possibility would be to use Axis' tcpmon utility 
(http://ws.apache.org/axis/java/user-guide.html#AppendixUsingTheAxisTCPMonitorTcpmon)? 
  Just change the CInclude to use localhost and configure tcpmon to 
forward requests to the real service.
