Struts has nothing to do with the NoClassDefFoundError for log4j.  Note that 
NoClassDefFoundErrors occur when you place the struts.jar on the container or 
system classpath instead of the lib directory of each webapp.  Please post 
configuration questions to the struts-user mailing list.
