[VOTE] Release 3.0-rc-2

3.0-rc-1 has been out for about two weeks now. A couple of notable bugs have been identified and
fixed. I believe we should roll out rc-2 to keep the momentum going.

Responses not received in the next 24 hours (by 6pm EST) will be treated as +0.

Not sure if you want to put it in an informal-figure tag (meaning it 
would not show up in the list of figures) or if you want to rearrange so 
it is not nested 3 levels deep.

This is news to me. Is this a change? We've never sought PMC approval before. Is this restriction
for interrum releases, or for final releases?

approval to make a release, so once our votes are in, we should post 
over there as a heads-up.

Not sure you caught the documentation problem that I was talking about 
during the rc1 release. The problem was with parameter-manager.png 
figure in components.xml nested in a section 3 levels deep. This figure 
threw an fop error. Changing this figure to an informal figure solved 
the problem but not sure if that's how you want to handle it.

I intend to wait 24 hours for mirrors to pick up the new versions before updating the
