Patch adds 4 missing .bat files. 0.6 versions don't need config-converter and schematool. I tried to make patch work nicely with unix and windows patch, but d2u magic seems to be the only way to apply this.

Oh, and someone mentioned that JVM_OPTS is gone in 0.7 from cassandra.in.sh. Are jvm options passed somewhere else, or are they not needed anymore?
