Maturity Level and the Wiki

Folks,

Here is the Maturity Level page for Geode tracking the requirements to
become a TLP, based on the best of my knowledge for each items, but please
go ahead and update properly if something is not right.  But yes, things
looks good...  ;)

Also, I'd like to propose a slightly different structure for the wiki,
which I've actually already put in place trying to make things easier to
find, based on recent inputs from people new to the project.

Ideally root pages would be:

   - Application development
   - How to Contribute
   - Community development
   - Maturity Level
   - Release process*

Please go ahead and change/fix/enhance as needed or even give any
feedback.  There are pages still in draft in need for detailed info, which
should be coming soon, but any help is appreciated.
