incredible slow 2014-02-12 05:15 UTC, expected download time >> 1h. All my
other connections have the expected speeed
(Apache_OpenOffice_4.0.1_Win_x86_install_en-US.exe from Sourceforge << 3
minutes)

Note that people.apache.org is expected to be slower than SourceForge, since
it's not meant to serve downloads to the general public. Upload speed to
people.apache.org was also discussed on the dev list recently.
