As part of the fix, I changed the build scripts to obtain FOP from apache - rather than trying to include jars needed in our distribution.  The mechanism is the same as is used for obtaining the rest of the downloaded things (such as saxon). 

I also changed the default FOP version in uima-docbook-tool to 0.95, so you'll get that level unless you're overriding it in your individual projects that use the docbook tools.
