This used to work in 3.x versions (tested with 3.0.8 and 3.2.2) but does not in 4.0.1 or 4.0.2.

I have created a test at https://github.com/bdelacretaz/felix-fragment-tests, running "mvn clean test -Dfelix.version=4.0.2" at the top of that causes FragmentsTest.testPackageFromFragment to fail. 

The test is really simple, just calls getExportedPackage("ch.x42.felix.fragmenttests.fragment") where the ch.x42.felix.fragmenttests.fragment package is provided by the test's fragment-bundle which is attached to the test's host-bundle.

I haven't found a place in the Felix codebase to add such a test, that requires two test bundles.
