[users@httpd] default ErrorDocuments don't appear

When a user of my site tries to access a non-existent file, he gets a 1-line
404 msg followed by:

"Additionally, a 403 Forbidden error was encountered while trying to use an
ErrorDocument to handle the request." This is followed by the apache version
identifier and my "mailto" data.

I have NOT set up personalized error documents. I am using the default
section of the conf file for errors.

I am running WinXP Pro, Apache 2.0, and I have set file sharing ON for
"everyone" for the /error and /include directories and all files in them.
The website is below.
Any clues as to what I am doing wrong?

regards,
D. J. Foreman

Start by looking in the apache error log to see what it says.

Joshua.
