   Thanks for the feedback @rfscholte. 
   
   My understanding of this was that the this message is presented when we have cached in a previous attempt. So we are not trying on this run and failing and will not try on next runs until the policy time has expired. 
   
   For me the misleading part was this: that also when the message is presented we are not trying. In the  existing message this is not clear. It can be read as that 'we tried to download now and it failed and then in the future we are not going to attempt again'. 
   
   So you might have fixed the download problem for the repo, but you still get a message that can be read as, 'I tried, it failed and will not try again until the policy expires'. So you are again led to think that you still have a repo problem. While the truth is(my understanding) that no attempt is made now because we failed previously.
