As a follow up of https://issues.apache.org/jira/browse/KAFKA-10304, it may be necessary to test the failure scenarios, e.g. Kafka broker stop then start

To make PR [https://github.com/apache/kafka/pull/9224] smaller, we chopped down the testing code for failure scenarios, and plan to add them back in this ticket.
