i use php to do ob_implicit_flush and when it call ap_rflush data is push to 
browser immediately ,but when i use this in a loop ,and keep flushing  data to 
the browser ,it will cause memory leak at server,is the brigade or bucket are 
not free?

Bonus suggestion for your patience and eagerness to debug this...

...apr_r* api is deprecated.  So yes, it will have all sorts of very
interesting side effects.  pass_brigade API's are the way to go, now.
There is a flush bucket you can create to effect your desired operation.

This is caused by (various) core filters using apr_brigade_split()
inappropriately, it is an httpd bug; see bug 23567.
