Bug in adjournment establish PMCs

Hi Sam,

Can you please take a look? I don't seem to have a javascript console any more. The "show javascript console" option is disabled for me and I don't know how to get it active.

#<TypeError: no implicit conversion of nil into String>

Where? who knows?

I'm not sure if the projects were established or not.

I reloaded the agenda and adjournment page and tried again. Same error, as shown in the server error log. 

I followed the manual task in apache/foundation/officers/personnel-duties/secretary.txt and went to https://infra.apache.org/officers/tlpreq?Distributed+Release+Audit+Tool+%28DRAT%29=on&RocketMQ=on&Royale=on which succeeded.

So I'm not sure whether there is still a bug?
