Unabel to create Axis.Types.Id object?

Hi,
 
I am developing a client program for a Web Service application.  One of the parameters of a method setId takes org.apache.axis.types.Id as data type.  When I tried to pass the parameter like this.
    org.apache.axis.types.Id objId = new org.apache.axis.types.Id("1");
    objDocument.setId(objId);
it throws an exception at org.apache.axis.types.Id objId = new org.apache.axis.types.Id("1") line. 
 
Could someone let me know if this is a Axis bug?
