reducer can't start

Hi eveybody, I have fetcher task with one mapper downloading 400K urls. 
The output of mapper is collected by 20 reducer task. The mapper is 
done, however the reducer task can't start. There is no error in 
map-reduce logs.  There is no space problem in DFS and local disks. Has 
anyone faced with the same problem?
