[howto] release announcement

As much as I enjoy developing with tapestry, I'm not sure my skills with the
english language are going to put tapestry in the best light possible.

I was thinking of pinging a couple sites with the release but am wondering
ahead-of-time how to handle this. It's not exactly the same thing as
releasing a new tacos version.
