[logging] Broken link to API Doc

On http://jakarta.apache.org/commons/logging/ in the Documentation 
section there is a link to the API Docs that points to
http://jakarta.apache.org/commons/logging/api/index.html

That directory is empty.

so it is. fixed in SVN but will take a few hours to sync.
