IMPALA-13839: [DOCS] MAX_FS_WRITERS query option documentation

Add comprehensive documentation for the MAX_FS_WRITERS
query option, which limits the number of file system writer
    instances during INSERT operations.
The option supports HDFS inserts since Impala 4.0.0 and
Kudu partition writer capping since Impala 5.0.0.

+ When set to a positive integer, this option constrains the number of parallel write instances

+
+ <p>
+ When this option is enabled, the planner may add an exchange node in the root fragment to control the write parallelism. The scheduler distributes the limited writer

+ </p>
+
+ <p>
+ Set this option to 0 (the default) to disable any writer limit. When set to a positive value,

+ <p>
+ A mismatch of cluster state during query planning and scheduling can result in more or less fragment instances to be scheduled than expected.
+ For example, if <codeph>max_fs_writers</codeph> is 2 and the planner sees only 2 executors then it might not add an exchange between a scan node and the table sink, but during scheduling if there are 3 nodes then that scan+tablesink instance will be scheduled on 3 backends. When this occurs, Impala logs a warning: <msgph>Extra table sink instances scheduled, probably due to mismatch of cluster state during planning vs scheduling. Expected: 2 Found: 3</msgph>
