[Issue 126986] excel 2003 xml file is locked after close document

I have reproduced the problem using the exact steps (with the Excel 2003 xml
file produced by AOO 4.1.2).  This is on Windows 10 Pro x64.

The exact order of operation is important.  

I also confirm that the .~loc.Example1.xml# file has been removed and it
doesn't matter how long I wait to reopen Example1.xml (as named when I
reproduced the defect).
