   I would like to take this issue. I confirmed that the false-success path is still present on the current develop branch and that there is no open replacement for the closed PR #10864. I will implement the fix independently against the latest develop branch and add focused regression coverage for exhausted retries while preserving the existing retry and rotation behavior.
