htpasswd -c option is "backwards"

When running htpasswd on Solaris 2.8 it appears that the -c option (create file)
is enabled by default, which over-writes existing password file.  By specifying
-c it adds to the file. This behaviour is opposite the description in the man page.

There is a note in the 2.0.40 changelog that may relate:
"Fix a silly htpasswd.c logic error that incorrectly reported that both -c and
-n had been used.  PR 9989  [Cliff Woolley]"

Note that no error is reported whether -c is used or not.
