[PR] [FLINK-37941][table] Exclude partitions in original table when merge strategy is EXCLUDING [flink]

## What is the purpose of the change
*Fix the merge strategy for partitions when using CREATE TABLE LIKE. The new effective matrix is as follows:*

- *Fix the merge behavior for parititons*
- *Add tests*
## Verifying this change
New tests and existent tests can verify this pr.
## Does this pull request potentially affect one of the following parts:
