The goal of this ticket is to trigger the single-node Hadoop Jenkins smoke test from GitHub via {{/smoke-test}} on PRs (write access) and automatically on {{release-X.Y[.Z]}} tag pushes.

The existing smoke job (https://ci-builds.apache.org/job/Nutch/job/Nutch-Smoke-Test-Single-Node-Hadoop-Cluster/) is started by hand. This change adds a GitHub Actions workflow that queues that job for PR comment commands and numeric release tags, and has Jenkins post/update a single status comment on the PR (build URL, result, duration). Manual parameterized builds are unchanged. Requires GHA secrets and a Jenkins GitHub credential for PR comments; the job continues to load its Jenkinsfile from SCM.

I'll also add committer-facing docs to the wiki.
