### Description of PR
There are 12 header cells in the table at the Datanodes page, which didn't align with the number of cells in the Dead Nodes section, where only 11 cells were. Because of this if there was at least one dead datanode in the cluster the Datanode page didn't load on the NN UI.
### How was this patch tested?
Tested on the NN UI with a dead datanode.

I also did the test. The issue was reproduced in both `dfshealth.html` and `federationhealth.html`, and I confirmed this PR fixed them.

Was just gonna hit the merge button, so thought of just trying and reproducing this issue locally as well. But it didn't repro

The dead datanode row has one less column red, but it isn't going to the startup page as the original ticket mentioned. Anyone with any pointers?
The change is this PR is still relevant I think, but just curious if the issue reported is correct or not, so we can change the title and then merge

For me the issues reproduces. I built trunk and started a local docker cluster with 3 nodes. As soon as one of those nodes goes dead the datanodes tab just redirects to the "startup in progress" page. Tried on Firefox and Safari and both are the same.

Thanks for merging it. The issue doesn't reproduce in branch-3.3. It seems to be caused by HDFS-16203, which is only in trunk.

Thank you @dombizita for the patch.
It does indeed look like the header has 12 columns while this one only has 1.
The last addition of a column was 2 years ago in HDFS-16203.
I wonder if there is a way we can prevent this in the future.
@ferhui @tasanuma @tomscut worked in that fix.
