Is there a front controller for portal?

Is there a front controller for portal? A way that an app could drive
which portlets are displayed on a page rather that the portal
determining that. If not that then is there some deployment best
practice such that a packaged deployment could dictate that.

Also is there a facility for determining which portlets get displayed on
what page depending on who you are. If  so can someone point me to
documentation for that?
