https://mvnrepository.com/artifact/org.apache.commons/commons-compress shows more usage of 1.18 and 1.19 than for 1.16 and 1.17. Also, the change happened ~16 months ago...

And yes, we were affected in a project and had to deal with it (same code in two different artefacts). Changing it again would cause more work.
