> ManagedResourceStorage ought to be refactored and simplified to use the ConfigSetService abstraction, which has increased in scope in 9.0.  Today it makes assumptions about the layout of ZooKeeper, and may not work well if someone is using a custom ConfigSetService.  This would probably come down to removing two subclasses of StorageIO and replacing with one ConfigSetService one.  CSS may need another method or two.
