Aias00 opened a new issue, #1201:

## Problem
`GrafanaDashboardService#listDashboards` assumes every resolved resource contains a JSON object. An empty JSON asset makes `ObjectMapper#readTree` return `null`, and a scalar/array asset cannot supply dashboard metadata. Either case can make the full dashboard listing fail instead of leaving valid bundled dashboards available.
## Scope
- Skip empty or non-object Grafana asset files with a diagnostic warning.
- Continue listing valid dashboard assets.
- Add focused regression tests.
## Track
Track 1: Control Plane observability dashboard assets.
