As linked [here|https://stackoverflow.com/questions/49594988/array-elements-in-annotations-used-as-single-values], the curly braces can be omitted.
"If the element value is not an ElementValueArrayInitializer, then an array value whose sole element is the element value is associated with the element."
I will close this issue for now.
