ops_mgt.xml missing in branch-1

It looks like branch-1 can't be released right now.  docbkx/book.xml refers
to ops_mgt.xml.  ops.mgt.xml is missing in branch-1. Copying the
ops_mgt.xml file into branch-1 allows the build to go through.  I'm not
sure how to fix the problem, but I figured it's important to let ya'all
know about it.

Done.  HBASE-12544.  I marked it as a blocker, but I wasn't sure if that's
the correct categorization.
