In a derived page flow, forwarding to a base class action from another base class action blows up

- In the attached repro case, hit derived/Controller.jpf.
- Click the "fwdToBaseAction" link.

EXPECTED: the "fwdToBaseAction" action runs, and you see base.jsp.
ACTUAL: an error that says:
There is no Struts module configuration registered for /bugs/j977/base/baseAction.do (module path /bugs/j977/base).
