[users@httpd] Best bandwidth limiter

Hi,

Can anyone advise me on the best bandwidth limiting module for my Apache
1.3 needs?

I'm on a throttled internet connection, and I'm keen to find a module
that will restrict kb/sec for individual IP addresses, and also by page
type (or file extension). I'm keen to keep html / perl pages responsive,
even if someone is downloading large files.
