The javadoc generation fails with Xerces 2_0_1 source distribution with the default
ant provided with the tools bundle.

The fix is to upgrade the ant jar with the ant jar provided with ant-1.5 
distribution. Apparently the javadoc spawn from the older ant fails (with jdk 1.4)
