[RESULT][VOTE] Release Apache Milagro (incubating) MPC v0.1

Hi,

This is not a valid vote. These people are not on the PPMC, so their votes should not be counted as "binding".

However, you did get 3 other "binding" votes, so that is fine.

Only IPMC member votes are truly binding on incubator releases, but PPMCs often consider PPMC member votes as binding on their list before calling for an IPMC vote.
