In CVS Forrest we should.  However for 0.5.1 it's a bit risky, as I don't
know what's happened with NekoXNI.

The dtd2xml task is in Forrest's CVS as nekodtd-dtd2xml.jar.  We can get
rid of it once we adopt 0.1.7

It could, but the Cocoon in HEAD is only 10 days older, and I doubt
anything affecting Forrest changed.  Doubtless we'll be upgrading Cocoon
soon anyway, to get some new bugfix/feature.
