strange maven 1 problem

I'm having a strange problem with the plugin plugin.
 
I've developed a plugin.  If I run plugin:install from the plugin project root, it works fine when it runs.  However, if i run plugin:download I get the error below when it runs.  I've copied the plugin jar to the remote repository, so both plugin:install and plugin:download should be installing the same code.  It seems (at least to me) that there is some difference between plugin:install and plugin:download that is causing the problem.  Anyone know what that is?

Debug[Off-Topic]

Hi folks

I have been using the mevenide eclipse plugin to developer my aplications in 
eclipse, but I  have a problem that I haven't got resolve (I don't get debug 
my application in Tomcat).
I know the Sysdeo plugin to do the debug, but it need a specific directory 
structure, and the mevenide need another one. I use a maven multiproject.
If I wanted to debug this application in JBOSS, I would get because the 
JBOSS-IDE plugin, but to the Tomcat I don't know any plugin...
Does anybody know a eclipse plugin to debug a web application in Tomcat, but 
that I  get to use the mevenide togheter ?
I like maven and I wouldn't like to stop using it, but I need debug my 
applications too.
I appreciate any comment.
