Updated the test data file in http://svn.apache.org/r1539738 with device IDs that match the ones that we're getting.

These IDs are different but from visually scanning the diffs they look like they refer to the same devices.

This gives better results, but we're not there yet:

TODO: all tests passed but 26343 User-Agents were not classified
TODO: all tests passed but 6094 User-Agents did not match the expected IDs
Out of 51175 collected tests, only 18738 were successful
