[VOTE] [RESULT] Add Noel J. Bergman as commons committer

It looks like the vote was +5 to -0 so Noel is now a commons committer. 
I'm not sure what it takes to give him karma; can someone set it up?

Unless it has changed (cc'ing to verify), the instructions from Brian
(Behlendorf) and Greg (Stein) were:

In the case of Jakarta, there several PMC members with cvsadmin karma, e.g.,
Craig, Geir, Jason and Sam, who can take care of karma grants for existing
Committers, such as Serge and myself.

It is probably a good practice to point out to Commons newcomers, like me,

these requests now need to be copied to pmc (preferably with a link to the 
VOTE thread). it's also best to include the apache login for existing 
apache committers. if the new committer is new to apache then the 
appropriate form from infrastructure also needs to be completed. the url 
for this currently escapes me. (i think that i've got all of this right 
but hopefully someone will correct me if i've gone wrong.)
