Description:
{{ErasureCodingWork.addTaskToDatanode}} can use fewer targets than were chosen: the not-enough-racks branch copies to {{targets[0]}} only, and the decommissioning branch to at most one target per leaving-service source. Trim the targets to the ones actually given work, and have {{validateReconstructionWork}} schedule and add to pending reconstruction only those, so pending reconstruction does not wait for copies nobody requested.
