   ideally, these tests: https://github.com/apache/trafficcontrol/blob/master/traffic_ops/testing/api/v14/steeringtargets_test.go
   
   would run using a "steering" user to ensure that users w/ the steering role can do these actions. But I'm not sure the testing framework is setup to use different users for different tests currently.
