A vanilla VM with the following exceptions: no proxy server, Ubuntu 16.04.

Once it is ready, I'll provision it using puppet.  I'm well aware that there is little experience with Ubuntu 16.04 as a VM host and that there may very well be problems.  We'll work through them together.

Until it is working, whimsy-vm3 will continue to be aliased to whimsy.apache.org.  Once whimsy-vm4 is verified to be functional, the server alias will be changed and then whimsy-vm3 will be decommissioned.
