Struts I18N doesn't work in Windwos 2000 environment

Hi,

I run struts in weblogic in Win2k (tratitional Chinese version) platform. But <bean:message> tags always display Chinese message no matter what locale I set to the session with key org.apache.struts.action.Action.LOCALE_KEY. But the same code worked correctly on Linux platform. Has anyone encountered this problem?
