[VOTE] [CANCEL] Release Apache Camel 2.17.0

As previously discussed in this thread, this vote is cancelled due to
a NPE in camel-jaxb when used with CamelTestBlueprint.  The bug has
been fixed [1] and a new release candidate will be created.
