[I] Move dataformat runtime logic into Camel Quarkus core [camel-quarkus]

`camel.dataformat.*` configuration should work OOTB, regardless of whether the dataformat extension is on the classpath.
We should move the logic in `DataformatRecorder.java` into the core.
