This is most probably due to a flag, crossContext, that has to be set to true in
it's "deployment thingy".

This, on my setup, resides in TOMCAT_HOME/conf/Catalina/localhost/

pluto.xml:
<Context  docBase="pluto"
          path="/pluto"
          crossContext="true">  <!-- This thing here! -->
</Context>

Tomcat 5 "WORKSFORME".
