Inactive Mirrors
Meaning the most recent version of apache they have on their site is 1.3.19
or older

Sites that simply do not load up

I have also noticed that some of the sites I have visited are carrying
versions of apache dating back to 1.3b1. Can you please use rsync so that it
keeps your mirror clean and tidy. Also getting rid of the old versions will
free up some more disk space on your server for you.

adding --delete to the rsync command will do the trick...
