   Add tools/data from the core repo to ow-utils docker image to enable
   it to be used for dynamic generation of ssl certificates. This will
   enable us to dynamically generate self-signed certificates for nginx
   (and potentially other components) as cluster-configuration job
   in openwhisk-deploy-kube.
