[PROPOSAL] Switch to Jira

Florent brought up the question of switch from Bugzilla to Jira. We 
discussed this about three years ago and the feeling was positive 
towards that decision, but the move was never made. I think we held off 
so we could focus efforts on release. Now would seem to be a good time 
to switch.

What do others think?

Asking for redmine probably won't do us any good. Infra is pretty 
overloaded as it is.

this is due to the synchronization of the workflow meta data between the 
authoring and live areas. For more information, see the following bug 
report:

https://issues.apache.org/bugzilla/show_bug.cgi?id=44313

There are various approaches to get rid of the problem, but unforunately 
none of them seems to be trivial. The next major version will hopefully 
get rid of the multiple areas concept.

Hi guys,

We are running a Lenya 2.0.3 instance on Jetty. We have noticed the file system is being filled up by back up files in the LIVE area evertime we save a piece of content in AUTHORING (even only changeing meta information). This is especially space consuming when we deal with large media files.

Is this a bug? or is there any reason for this behaviour?

No, there aren't any other options. They don't have the time for 
anything else. Right Jira is quite slow. They are working on speeding it 
up as their resources allow.

Perhaps we need to consider what these are - and if they can be achieved 
using something else - or indeed if we even need them?

I also don't know this closed status...
But :
- this is a choice of the Apache organisation (strange but...)
- jira offer some interesting functions
- the most are already in jira

Questions :
- there is another option than bugzilla and jira in the infra ? (seems 
not : https://issues.apache.org)

I agree to your point Andreas. One thing is clear that jira has some
very nice things but personally I am using redmine now which is open
source and I like it even better then jira. However I am not sure
whether it makes sense to ask for redmine.

I understand that Jira provides more features and other benefits.

OTOH I don't really want to endorse the move from open source to closed 
source tools within the ASF infrastructure. I have to admit that I don't 
have such a good feeling about the ASF accepting the donation of 
closed-source tools, since it obviously removes the pressure of 
improving the open source tools that we used to use and reduces their 
visibilty, market share etc. But I guess I have to read the 
corresponding discussions and votes if I can find them.

Last time it was brought up, we were told that existing bug reports 
would be moved. I have not confirmed this with infrastructure yet.

I don't have a lot of experience with Jira, but I like what I've seen so far.

Will the existing bug reports be migrated from Bugzilla into Jira?
