   ## Summary
   
   - Reject audit-log and cloud-credential CSV exports when the repository reports a total that does not match the rows actually returned.
   - Return a retryable conflict instead of silently delivering an incomplete CSV.
   - Add focused service tests for the short-page case in both exports.
   
   Fixes #7039.
   
   ## Verification
   
   - `git diff --check` passed.
   - The two new tests exercise `PageResult` with one returned item and a reported total of two. Local Java and Maven are unavailable on this host, so the test suite has not been run locally; CI results will be checked and any failures addressed.
   
   ## AI assistance
   
   I used AI assistance to inspect the two export paths and draft the guard and regression tests. I reviewed the resulting diff and will follow up on CI and reviewer feedback.
