不能将所有的 ProtocolConfig 实例都放进 ConfigManager：
1. 有些 ProtocolConfig 是全局共享的(默认 default=true)，所有 ServiceConfig 都使用
2. 有些 ProtocolConfig 是某个 ServiceConfig 使用的，通过 id 引用，如果要放进 ConfigManager，还需要区分好 default 类型才好
